This map is a nice start! I am curious as to how you changed the pop-up bubbles color? Any help would be appreciated!
I am a student at UW-Milwaukee and made this one for Campus Sustainability. (this one is a test map as well as the projections are off and not all functionality is in)

Hi, Chris,
You can change colors in the main config.xml file you’re using for your Flex application. Under the style tags there is a tag for colors. The color values listed affect, in order:
1. Text color
2. Background color
3. Rollover color
4. Selection color
5. Title and subtitle text color
6. Application background color [optional] – the default is white (0xFFFFFF).
Background color, the second value, is what affects the popup color, but it will also set it for the title bar at top. You can read more at ESRI’s help site: http://help.arcgis.com/en/webapps/flexviewer/help/index.html#/Setting_styles_for_the_Viewer/01m30000000s000000/

Have you guys considered making an air photo available? Might be useful for seeing sidewalks, etc., that would add more to the map. Nicely done!
